REINSTATING AND EXTENDING THE COMMISSION LIFE AND AMENDING THE

MEMBERSHIP OF THE SPECIAL LEGISLATIVE COMMISSION TO STUDY THE

CURRENT STRENGTHS AND WEAKNESSES OF LIBRARY SERVICES IN THE STATE

OF RHODE ISLAND

     RESOLVED, That the special legislative commission created by resolution No. 306

passed by the Senate at its January session, A.D. 2004, and approved June 8, 2004 entitled "Joint

Resolution Creating a Special Legislative Commission to Study the Current Strengths and

Weakness of Library Services in the State of Rhode Island" is hereby reinstated and the same

1-5

members are hereby reappointed, and it is authorized to continue its study and make a report to

1-6

the General Assembly on or before February 1, 2007 and said commission shall expire on April 1,

1-7

2007; and be it further

1-8

     RESOLVED, That the composition of said special legislative commission is hereby

1-9

amended to consist of twenty-one (21) members: three (3) of whom shall be members of the

1-10

House of Representatives, not more than two (2) from the same political party, to be appointed by

1-11

the Speaker of the House; three (3) of whom shall be members of the Senate, not more than two

1-12

(2) from the same political party, to be appointed by the President of the Senate; two (2) of whom

1-13

shall be members of the general public, to be appointed by the Governor LibFutures Steering

1-14

Committee; one of whom shall be a representative from a large public library, to be appointed by

1-15

the LibFutures Steering Committee; one of whom shall be a representative from a medium-size

1-16

public library, to be appointed by the LibFutures Steering Committee; one of whom shall be a

1-17

representative from a small public library, to be appointed by the LibFutures Steering Committee;

one of whom shall be a representative from an academic library at a public institution of higher

2-1

learning, to be appointed by the LibFutures Steering Committee; one of whom shall be a

2-2

representative from an academic library at a private institution of higher education, to be

2-3

appointed by the LibFutures Steering Committee; one of whom shall be a representative from a

2-4

hospital library, to be appointed by the LibFutures Steering Committee; one of whom shall be a

2-5

representative from a special library, to be appointed by the LibFutures Steering Committee; one

2-6

of whom shall be a representative from a government or institutional library, to be appointed by

2-7

the LibFutures Steering Committee; one of whom shall be a representative from an elementary

2-8

school library, to be appointed by the LibFutures Steering Committee; one of whom shall be a

2-9

representative from a secondary school library, to be appointed by the LibFutures Steering

2-10

Committee; one of whom shall be a representative from the University of Rhode Island's

2-11

Graduate School of Library and Information Services (URI/GSLIS), to be appointed by the

2-12

LibFutures Steering Committee; one of whom shall be a representative of Library Services from

2-13

the Office of Library & Information Services (OLIS), to be appointed by the LibFutures Steering

2-14

Committee; and one of whom shall be a representative from the state law library; and be it further

     RESOLVED, That the time for reporting and date of expiration authorized by resolution

2-16

No. 306 passed by the Senate at its January session, A.D. 2004, and approved June 8, 2004 be and

2-17

the same is hereby rescinded.

EXPLANATION

BY THE LEGISLATIVE COUNCIL

OF

J O I N T R E S O L U T I O N

REINSTATING AND EXTENDING THE COMMISSION LIFE AND AMENDING THE

MEMBERSHIP OF THE SPECIAL LEGISLATIVE COMMISSION TO STUDY THE

CURRENT STRENGTHS AND WEAKNESSES OF LIBRARY SERVICES IN THE STATE

OF RHODE ISLAND

     This resolution would amend the appointment of the membership of said commission,

and would reinstate and extend the reporting and expiration dates of the special legislative

3-3

commission to study the current strengths and weaknesses of library services in the State of

3-4

Rhode Island from February 3, 2005 to February 1, 2007, and said commission would expire on

3-5

April 1, 2007.
