     SECTION 1. Creation and composition of commission. – (a) There is hereby created a |
|

joint commission to study and to make recommendations to the general assembly regarding the |
|
1-3 |
merits of allowing for the licensure of non-profit medical marijuana compassion centers in Rhode |
|
1-4 |
Island. The commission shall meet with the purpose of evaluating and making recommendations |
|
1-5 |
regarding patients' access to medical marijuana, efficacy of compassion centers throughout the |
|
1-6 |
country, physician participation in the medical marijuana program, the definition of qualifying |
|
1-7 |
medical conditions, and research studies regarding the health effects of medical marijuana for |
|
1-8 |
patients. The commission shall consist of thirteen (13) members as follows: two (2) members of |
|
1-9 |
the House of Representatives to be appointed by the Speaker; one member of the House of |
|
1-10 |
Representatives to be appointed by the House Minority Leader; two (2) members of the Senate to |
|
1-11 |
be appointed by the Senate President; one member of the Senate to be appointed by the Senate |
|
1-12 |
Minority Leader; one patient advocate from the Rhode Island Patient Advocacy Coalition; one |
|
1-13 |
physician selected from a list provided by the Rhode Island Medical Society; one nurse selected |
|
1-14 |
from a list provided by the Rhode Island State Nurses Association; two (2) registered qualifying |
|
1-15 |
patients enrolled in the state's medical marijuana program; one registered qualified caregiver |
|
1-16 |
enrolled in the state's medical marijuana program; and one representative of the law enforcement |
|
1-17 |
community. |
|
1-18 |
     (b) The members of the commission shall serve without compensation, and all other |
|
1-19 |
departments and agencies of the state government are hereby authorized and directed to cooperate |
|

with the commission and to furnish such information as the commission shall require. |
|

     (c) The commission shall meet at the call of the Speaker, shall make its recommendations |
|
2-3 |
to the General Assembly on or before January 31, 2009, and shall expire on February 1, 2009. |

     SECTION 2. This act shall take effect upon passage. |

     This joint resolution would create a thirteen (13) member joint study commission for the |
