RESPECTFULLY REQUESTING THE RHODE ISLAND DEPARTMENT OF | |
|
ELEMENTARY AND SECONDARY EDUCATION TO CREATE A STUDY COMMISSION | |
|
FOR THE PURPOSE OF ADVISING THE GENERAL ASSEMBLY ON THE | |
|
IMPLEMENTATION OF A STATEWIDE PUBLIC SCHOOL STUDENT INFORMATION | |

SYSTEM | |

     WHEREAS, The legislature hereby finds and declares that there is a need for real-time |
|

student data from school districts, regional school districts, state schools and charter schools in |
|
1-3 |
Rhode Island to track absenteeism, especially in the event of a public health emergency, duplicate |
|
1-4 |
registrations, timely enrollment information, and transfers within school districts in the state; and |
|
1-5 |
     WHEREAS, The legislature further declares that such statewide student information |
|
1-6 |
systems have been implemented in other states, using technological advances available for the |
|
1-7 |
integration of individual school districts' student data to meet state, district, school and classroom |
|
1-8 |
level reporting requirements; and |
|
1-9 |
     WHEREAS, The legislature further declares that such a statewide student information |
|
1-10 |
system should provide standardization and efficiencies in operation; now, therefore be it |
|
1-11 |
     RESOLVED, That for the purpose of the establishment of a statewide information |
|
1-12 |
system, the legislature declares that the Department of Elementary and Secondary Education will |
|
1-13 |
establish a study commission to investigate the technologically available options for the statewide |
|
1-14 |
procurement of a single statewide system. This advisory commission shall be comprised of seven |
|
1-15 |
(7) members as follows: one of whom shall be the Commissioner of the Department of |
|
1-16 |
Elementary and Secondary Education, or his/her designee; one of whom shall be the Executive |
|
1-17 |
Director of the Rhode Island Association of School Committees, or his/her designee; one of |
|
1-18 |
whom shall be the President of the Rhode Island Association of School Business Officials, or |
|
2-1 |
his/her designee; one of whom shall be the President of the Rhode Island School Superintendents' |
|
2-2 |
Association, or his/her designee; one of whom shall be the President of the Rhode Island Society |
|
2-3 |
of Technology Educators (RISTE), or his/her designee; one of whom shall be a member of the |
|
2-4 |
House of Representatives, to be appointed by the Speaker of the House; and one of whom shall be |
|
2-5 |
a member of the business community to be appointed by the Commissioner of the Department of |
|
2-6 |
Elementary and Secondary Education; and be it further |
|
2-7 |
     RESOLVED, The Commissioner of the Department of Elementary and Secondary |
|
2-8 |
Education shall have the authority to appoint the commission members from the business |
|
2-9 |
community. The commission shall report its findings in a report by September 30, 2010 to the |
|
2-10 |
Commissioner. Said recommendations shall be advisory in nature and may be adopted by the |
|
2-11 |
Commissioner in part or in whole; and be it further |
|
2-12 |
     RESOLVED, That this House of Representatives respectfully requests that the |
|
2-13 |
Commissioner for the Rhode Island Department of Elementary and Secondary Education report |
|
2-14 |
back the commission's findings and its recommendations to the House of Representatives on or |
|
2-15 |
before December 31, 2010; and be it further |
|
2-16 |
     RESOLVED, That the Secretary of State be and he hereby is authorized and directed to |
|
2-17 |
transmit a duly certified copy of this resolution to the Commissioner of the Rhode Island |
|
2-18 |
Department of Elementary and Secondary Education. |
