4/11/2014 MEDIA ADVISORY: Senate Environment & Agriculture reviews legislation to create Division of Agriculture
STATE HOUSE – The Senate Environment & Agriculture Committee will convene Wednesday, April 16, to hear and possibly consider legislation (2014-S 2137) that would create a new Division of Agriculture within the Rhode Island Department of Environmental Management (DEM). Sen. V. Susan Sosnowski (D-Dist. 37, South Kingstown, New Shoreham) sponsors the 26-page bill, which would help the state foster a more robust relationship among local agriculture industry, vendors and consumers.

The committee, which will meet at the rise of the Senate (approximately 4:45 p.m.) in Room 313, will also hear and possibly consider legislation related to animal inspection:
  • (2014-S 2687) – Sponsored by Senator Sosnowski on behalf of DEM, this bill would allow DEM’s director to appoint one or more inspectors in the state to inquire into the condition of any domestic animal. It would be the duty of the inspector(s) to visit and inquire about an animal’s wellbeing upon any suspicion of infection, tuberculosis, or other contagious and communicable diseases of that animal or its carcass. Currently, the director has the authority to appoint one commissioner in each county to perform these duties.
  • (2014-S 2691) – Also sponsored by Senator Sosnowski on behalf of DEM, this legislation would require the DEM director to approve the new location and manner of relocation of animals displaced from facilities that had their license or registration revoked.

  • Reappointment of James Hagerty to the Rhode Island Clean Water Finance Agency for a term expiring March 1, 2015.
  • Reappointment of Joshua Celeste to the R.I. Clean Water Finance Agency for a term expiring March 1, 2016.
  • Reappointment of Lisa Ferrara to the R.I. Clean Water Finance Agency for a term expiring March 1, 2015.
  • Reappointment of Scott D. Lajoie to the R.I. Clean Water Finance Agency for a term expiring March 1, 2016.
  • Appointment of Clarkson A. Collins, of Kingston, to the State Conservation Committee for a term expiring Jan. 1, 2017.
  • Appointment of Emerson Wildes, of Little Compton, to the State Conservation Committee for a term expiring Jan. 1, 2017.
  • Appointment of Maria Mack, of Kingston, in place of Eric Offenberg to the State Conservation Committee for a term expiring Jan. 1, 2017.
  • Appointment of Paul C. Dolan, of Foster, to the State Conservation Committee for a term expiring Jan. 1, 2017.
