John M. Carnevale (D) has served the residents of District 13, Providence and Johnston, since being elected in November 2008.
Representative Carnevale serves as the vice chairman of the House Finance Committee.
During the 2015 session, Rep. Carnevale sponsored several pieces of legislation focusing on protecting consumers’ rights. His bill passed the House that prohibits electric companies from charging an interconnecting renewable energy customer for upgrades that can be funded through assessed rates. He also cosponsored legislation, passed by the House, that imposes a series of regulatory requirements on electric companies for the protection of consumers. Rep. Carnevale also cosponsored legislation, signed into law, that increases the permissible funeral expense for a veteran who dies at the RI Veterans' Home from $5,000 to $10,000.
During the 2014 session, he was a co-sponsor of a bill enacted into law that makes changes to the state’s Medical Marijuana Act, including requiring criminal background checks on all applications for a primary caregiver. His legislation enacted in 2011 requires the Department of Children, Youth and Families to seek national and state criminal background checks for anyone applying for employment with the department. In 2014, he was presented a “Bell of Hope” award from the Mental Health Association of Rhode Island.
He was Vice President of Providence F.O.P. and is a member of Rosario Society, St. Bartholomew’s Society, Loggia Piave Son of Italy, Cranston Fish and Games, Seventh Ward Democratic Club, and is the Past President of the Italian-American Police Association and the Airplane Owners and Pilots Association. From 1980 to 2008, he served on the District 13 Representative Committee.
A graduate of La Salle Academy in 1979, he received his Bachelor of Science in Administration of Justice from Roger Williams University.
Rep. Carnevale is a retired Sergeant of the Providence Police Department. Born on September 3, 1961, he has two children, Domenic and Alicia.
