Joy Hearn (D) represents District 66 in Barrington and East Providence. First elected in November 2008, she serves as a member of the House Committee on Finance and the House Committee on Municipal Government.

In 2016, Representative Hearn sponsored legislation that renamed the Commission on Women as the Rhode Island Commission on Women and Girls. The new law also empowers the organization to forge partnerships with other entities that hold common concerns and designates their revenue restricted.

In 2015, Representative Hearn was a driving force behind campaign finance reform, sponsoring a law that requires a campaign treasurer on accounts that reach at least $10,000. The law also requires certification of campaign finance reports filed with the Board of Elections.

She sponsored several successful initiatives during her 2013-2014 term, including a pro-business law helping companies provide bi-weekly pay and another statute to protect rape victims and their children.

Representative Hearn’s focus in the legislature has often been education, most notably her legislative initiatives that allocated funds for full-day kindergarten and supported the creation and execution of the state’s education funding formula. Additionally, she is the co-chair of the Special Legislative Commission to Study the Purchase and Use of Textbooks in Public Schools.

She is a board member of TAP IN, and a member of both the Barrington Congregational Church and the Coast Guard Auxiliary. She is the past president of the Barrington Education Foundation.

Before becoming a library assistant at Barrington High School, she served as a transportation planner for the Executive Office of Transportation and Construction in Massachusetts. She received her bachelor’s degree at the State University of New York at Geneseo.

Representative Hearn was born on Feb. 17, 1958. She is married to Frank and they have two children, Sam and Hannah.
